Covering all facets of municipal finance since the inception of Southeastern in 1973, you could said Richard Wagner’s middle name was investment securities. Actually the middle name of the Chairman and CEO of Southeastern Investment Securities, LLC, Winter Park, Fla. is Toby and many will remember this finance degree graduate from the Florida Southern class of 1970. And he’s a master of creative financing techniques for capital improvement projects on behalf of government entities- state and local government finance.“The most enjoyable part of my job is working with the local government staff members and elected officials in designing complex financing plans that will match the capital improvement needs over a long period of time,” he explains.

Toby shares that his FSC experiences influenced his career because it provided a setting “where interaction with professors was routine and getting to know 80% of the student study body over a four year period gave him a microcosm of how a community works.” It was through that he spring boarded his expertise in the finance arena, solving difficult community finance projects.
